Obverse description Yellow and multicolour Notgeld voucher with a decorative border of interlocking geometric elements. Horneburg is a small market settlement — a Flecken, not a full town — in Lower Saxony, and its savings bank had no business issuing currency under normal circumstances. It did so in 1921 because the Weimar government couldn't produce small-denomination coins fast enough to meet demand. The resulting Notgeld wave licensed thousands of local institutions, including minor savings banks like this one, to fill the gap.

Gebrüder Jänecke was a respected Hannover printing house with genuine security printing experience. The watermarked paper on a note this small was not cosmetic — counterfeiting of local Notgeld was a real problem by 1921, particularly in issues below 50 Pfennig.
