The central rectangular vignette carries a horizontal line underprint, within which the large denomination numeral '25' appears above the cursive Gothic legend 'Pfennig', flanked by decorative dot rosette devices at the corners. The issuer's name 'Bezirkssparkasse' is set in Gothic script at the top margin and 'Neustadt a/Saale' at the foot, with the printer's imprint 'Franz Scheiner, Würzburg' in small capitals beneath the frame. |

Bezirkssparkasse Neustadt an der Saale was one of hundreds of German municipal savings institutions that issued their own Notgeld during the severe coin shortages of 1917–1921. Franz Scheiner in Würzburg handled a considerable volume of regional Notgeld printing for Franconian issuers during this period, which means the printing quality here is competent but unremarkable — Scheiner was a workhorse printer, not a prestige house.
Neustadt an der Saale's issues are modestly collected at best, with demand driven almost entirely by regional completists.
