Hausberge an der Weser was a small town in the Prussian province of Westphalia, and like hundreds of comparable municipalities in 1921, its savings institution issued emergency small-change notes to compensate for the near-total disappearance of coin from circulation. The Reichsbank's inability to keep low-denomination coinage in everyday use — a direct consequence of metal hoarding and wartime debasement that persisted well into the Weimar period — pushed the burden of small-change provision onto local authorities with no business issuing currency.
