Dortmund and the surrounding Landkreis Hörde issued this joint notgeld piece in 1920, a relatively late entry in the emergency small-change flood that swept German municipalities after the war. The joint issuing authority — spanning both the urban Stadtkreis and the rural Landkreis Hörde — was unusual; most notgeld came from a single administrative body, and the dual credit here reflects a deliberate cost-sharing arrangement between neighboring jurisdictions struggling with the same coin shortage.
By 1920 the Reichsbank had still not resolved the fractional currency vacuum left by hoarding and metal scarcity. Cities printed what they needed.
