Höhscheid was an independent municipality in the Bergisches Land, administratively distinct from the larger town of Solingen immediately to its north — though the two would be merged, along with several other communities, into Groß-Solingen in 1929. This Notgeld issue dates to the acute small-change shortage that gripped German municipalities in the immediate postwar period, when hoarding of metal coins left local economies functionally paralyzed for everyday transactions.

The Stadtgemeinde designation would be extinguished within a decade of this note's printing.
