Konstadt — now Wołczyn in Poland — issued this Notgeld during the acute small-change shortage that gripped Germany in 1918 as the war economy consumed metal coinage. Municipal authorities across Oberschlesien were effectively left to fend for themselves, printing emergency fractional notes with whatever local administrative apparatus they had on hand. The official stamp was the primary guarantee of authenticity; serial numbering kept issuance theoretically accountable.
Upper Silesia's status was unresolved until the 1921 plebiscite, and many of these municipal issues were already obsolete before that question was settled.
