Belgard an der Persante was a mid-sized Pomeranian town, and like hundreds of German municipalities in 1917–1921, its savings bank stepped in to produce small-denomination Notgeld when fractional coinage disappeared from circulation almost entirely — hoarded, melted, or simply not minted in sufficient quantities during and after the First World War. Flemming & Wiskott in Glogau were prolific producers of this municipal paper, handling print runs for dozens of Pomeranian and Silesian issuers simultaneously.
