Neustrelitz was the capital of the Grand Duchy of Mecklenburg-Strelitz, one of the smallest German states, which ceased to exist in November 1918 when the last grand duke abdicated. This note was issued by the municipal council — the Rat — in the chaotic months that followed, when small-denomination coinage had essentially vanished from circulation and hundreds of German towns resorted to printing their own emergency Kleingeld. Neustrelitz was simply one among thousands.
The Grabowski-Mehl reference places it in well-documented Notgeld territory. Nothing suggests unusual scarcity or a particularly short print run, though smaller Mecklenburg issues do thin out in collector holdings outside the German market.
