Tessin — the small Mecklenburg town, not the Swiss canton — issued this 25 Pfennig note as part of the vast wave of German municipal emergency currency that flooded circulation between 1914 and 1923. The Rat der Stadt (town council) became a de facto monetary authority by necessity, filling the vacuum left when coins disappeared into hoarding almost immediately after war was declared. The watermarked paper was a deliberate security measure, unusual in smaller Kleingeldscheine issues where printing costs were kept to the bare minimum.
