Bitterfeld's municipal cash office issued this note during the Kleingeldnotgeld period, when coin shortages across Germany forced hundreds of local authorities to print their own small-denomination emergency currency. The Kreiskommunalkasse — the district communal treasury — had the legal standing to issue such notes, though the line between authorized municipal scrip and improvised local printing was often blurry in practice.

At 50 × 36 mm, it is among the smallest physical formats produced during this wave of emergency issues, which peaked in 1920 before the Reichsbank moved to suppress local currency production.
