Neukalen is a small town in Mecklenburg — population under two thousand even today — which makes this Notgeld issue typical of the chaotic municipal emergency currency that flooded Germany between 1914 and 1923. Thousands of towns, cities, transport companies, and commercial firms issued their own small-denomination notes when coin shortages made official currency functionally useless for everyday transactions. The Rat der Stadt Neukalen, the town council, had the legal authority to do so but virtually no oversight on design, quantity, or redemption enforcement.

Small-town Mecklenburg issues like this one were printed in limited runs and rarely travelled far. Redemption was often unreliable once the issuing authority lost interest or funds.
