Hirschberg — now Jelenia Góra in southwest Poland — was a textile and glass manufacturing center in Prussian Silesia. This 25 Pfennig note is Notgeld, emergency municipal scrip issued during the coin shortage that gripped Germany from around 1916 onward, when metal was diverted to the war effort and small change vanished from circulation. The Chamber of Commerce, rather than the municipal government, issued this particular piece, which was common in commercially active towns where business associations moved faster than local bureaucracies.

Notgeld of this type was typically redeemable at face value for a limited period, after which issuers were legally obligated to redeem outstanding notes — though not all did.
