Kahla is a small town in Thuringia best known for its porcelain industry, and this 25 Pfennig Notgeld piece belongs to the enormous wave of municipal emergency currency that flooded Germany between roughly 1917 and 1923, as coin metal was requisitioned and small change effectively vanished from circulation. Hundreds of German municipalities turned to the same handful of commercial printers, and J. P. Himmer in Augsburg was among the more prolific of them — supplying note designs to towns that had neither the staff nor the equipment to produce their own.
The Himmer firm's founding date of 1842 is a printer's credential, not a note date.
