A vertically oriented perforated counterfoil strip affixed to the centre of the note bears red-printed numerical values, suggesting this note was issued as part of a bound booklet.

Nienburg an der Weser was one of hundreds of German municipalities that issued Kleingeldersatz — small-change substitute currency — during the acute coin shortage that followed the First World War. The Magistrat, like its counterparts across Lower Saxony, stepped in when hoarding and metal drives had stripped copper and nickel from everyday commerce entirely.

These municipal Notgeld issues were printed in such quantities, and collected so aggressively from the very moment of issue, that many never circulated at all. The collector trade was well-organized by 1920 and towns occasionally issued deliberate series to exploit that demand — whether Nienburg was one of them is not established by the surviving record.
