Güstrow's municipal authority — the Rat der Stadt — issued this 25 Pfennig Notgeld during the acute small-change shortage that gripped Germany from roughly 1917 onward, when metal was being absorbed by the war effort and the Reichsbank offered no practical solution for low-denomination transactions. Towns across Germany printed their own emergency fractions, and Güstrow was among hundreds of municipal issuers doing exactly that.
Paper Notgeld from this period varies enormously in survival quality, as much of it circulated hard in local retail before being redeemed or simply discarded when the shortage eased.
