Beschrijving voorzijde	The upper portion of the note is dominated by a bold dark background panel carrying the district name "KREIS WINSEN" and the word "NOTGELD" in large red letterpress type, flanked to the left by the denomination numeral "25" within a decorative circular cartouche and to the right by a plain circular field with a dashed inner ring. A central scenic vignette in multicolour lithography occupies the lower half, rendered in an Art Nouveau illustrative style and showing a cloaked shepherd with a wide-brimmed hat standing in an open heath landscape amid a large flock of sheep, with trees and a farmstead visible in the middle distance. Decorative tree vignettes frame the left and right margins, and the printer's imprint "EDLER & KRISCHE, HANNOVER" appears in small letterpress type along the bottom edge.

Beschrijving keerzijde	The reverse is printed in a matching dark and red colour scheme, with large denomination numerals "25" within ornate interlocking circular cartouches at both left and right. A central circular vignette, framed by a bold ring border, presents a polychrome lithographic pastoral scene of a chestnut mare standing in a green meadow alongside a grey foal grazing, with trees and a clouded sky in the background. Flanking rural landscape vignettes in line engraving extend to either side of the central roundel. A rectangular panel along the lower margin carries the redemption legend "EINLÖSBAR BIS 30. JUNI 1921" in bold letterpress, flanked by small decorative rosette ornaments.
