Süderbrarup is a small market town in Schleswig-Holstein, and like hundreds of German municipalities it issued its own Kleingeldersatz — small-change substitute — during the acute coin shortage that gripped Germany from roughly 1916 onward. Federal and state mints simply could not keep pace with wartime metal demands, and local authorities were formally permitted to fill the gap with paper.
The DeNG reference places this within the first wave of municipal issues, before the hyperinflationary Notgeld of 1921–1923 transformed the practice into a collector-driven industry. Notes from this earlier, purely functional phase were used hard and discarded, making intact survivors proportionally rarer than the later decorative series that were printed specifically for philatelic sale.
