Warin is a small town in Mecklenburg, and this note is a product of the notgeld wave that swept German municipalities in the early 1920s as hyperinflation gutted the purchasing power of official currency faster than the Reichsbank could supply small-denomination coin and paper. Local authorities — cities, towns, even individual businesses — were legally permitted to issue their own emergency money, and thousands did.

Stadt Warin's 25 Pfennig issue from 1922 falls at the tail end of the "Serienscheine" collecting craze, when many municipalities had already shifted from producing emergency money out of genuine necessity to printing decorative series specifically to sell to collectors — a distinction that affects how seriously such pieces are regarded by specialists today.
