Beschrijving voorzijde The central field is anchored by the crowned heraldic shield of Kreis Wittlich set within a dark vignette, flanked by the denomination '25 PFG.' in large bold letterpress on either side. A scrolled ribbon banner at the top carries the issuer name 'KREIS WITTLICH', framed by wheat ears and grapevine foliage rendered in fine engraved detail. The lower portion contains a German-language text block stating the conditions of acceptance by the Kreiskommunalkasse, dated 'Wittlich, im April 1921', with a manuscript signature of the Kreisausschuss.

Wittlich is a small district town in the Mosel wine country of the Rhineland, and like hundreds of German municipalities in 1921, it issued emergency paper money — Notgeld — to address the chronic coin shortage that plagued the early Weimar Republic. The Reichsbank simply could not produce enough small-denomination coinage to meet everyday demand, and local authorities filled the gap themselves. Schaar & Dathe in nearby Trier were prolific printers of Rhineland Notgeld during this period, supplying multiple districts across the region.

Most Wittlich Notgeld circulated briefly and was redeemed within months once the coin supply stabilized — survival in genuinely circulated condition is less common than the hoarded, uncirculated examples collectors typically encounter.
