Bernburg's 1921 Notgeld issue belongs to the second wave of German municipal emergency currency — the so-called "Serienscheine" period, when many towns shifted from purely functional scrip to collector-targeted series with deliberate artistic ambition. H. Stürtz in Würzburg was one of the more accomplished printers working this circuit, handling commissions from municipalities across central Germany during the inflation spiral that made federal small-change coins effectively disappear from daily commerce.

The Magistrat issued these notes under the authority granted to local bodies as the Reichsbank struggled to keep pace with denominations the economy actually needed. By mid-1921, even 25 Pfennig represented a gap worth filling.
