The motto 'OHN' FLEISS' is inscribed along the upper margin and 'KEIN PREIS' along the lower margin, together forming the German proverb meaning 'Without diligence, no reward.'

Scharmbeck — now Osterholz-Scharmbeck, north of Bremen — was among the thousands of German municipalities forced into issuing their own small-denomination paper during the Kleingeldnot of the early Weimar years, when coin metal was worth more than face value and official small change simply vanished from circulation. The Magistrat rather than a private savings bank or commercial issuer signed off on this note, which was standard practice for smaller Flecken without a local banking infrastructure to handle the administrative load.

Gebrüder Jänecke in Hannover handled a substantial volume of notgeld printing for Lower Saxon communities during this period, and their output was generally competent but rarely distinguished.
