Eckartsberga is a small town in Thuringia, historically known more for its medieval castle ruins than for any financial significance. This 25 Pfennig note is Notgeld — emergency municipal currency issued during the inflationary chaos following Germany's defeat in 1918, when coin metal was hoarded and official small denominations effectively vanished from daily commerce. Thousands of German municipalities did the same, and the Magistrat here contracted Reineck & Klein in nearby Weimar to produce the series.

Reineck & Klein were a prolific Notgeld printer during this period, handling commissions from dozens of small Thuringian towns simultaneously.
