正面描述 Dark-ground header panel in Gothic script carries the issuer title above a horizontal red rule, with the denomination legend 'FÜNFUNDZWANZIG PFENNIG' across the middle band. The central vignette, set within an elaborate gilt baroque cartouche with acanthus scrollwork, presents the Naumburg civic arms — a red key and red sword crossed on a guilloche underprint — flanked by two symmetrical roundels each bearing the numeral '25' against a blue foliate underprint of vine leaves and grape clusters. The lower field contains a five-digit serial number at left and a manuscript magistrate signature at right, with a three-line legal tender text in Kurrent script.

Naumburg an der Saale was among thousands of German municipalities forced into emergency currency production as postwar inflation consumed the Reichsmark's small denominations. These Kleingeldscheine filled the gap left by hoarded coins, and by 1921 the market for them had become almost competitive — towns commissioned increasingly elaborate designs, partly for civic pride, partly because attractive notes sold to collectors and reduced the municipality's actual redemption liability.

Heinz Schiestl, a Würzburg-based artist known for woodcut-influenced graphic work, gave this series a distinctly regional character. Gebrüder Parcus in Munich handled much of Bavaria and southern Germany's Notgeld printing during this period and were known for cleaner registration than many competing houses.
