Merzig-Wadern was one of the Saar districts placed under League of Nations administration following the Treaty of Versailles, creating an awkward jurisdictional situation in which the remaining German-administered rump — the "Restkreis" — retained just enough administrative authority to issue its own emergency coinage substitute. This note is a product of that narrow window: German law still applied, but the political ground had shifted fundamentally.
Schaar & Dathe, a Trier print house with a solid regional footprint, handled much of the Notgeld production for the Mosel and Saar periphery during this period. The 1b-2/3 suffix in the DeNG reference indicates a variant within a closely related emission, likely differentiated by serial range or a minor typographic change.
