Achim's district committee issued this note in 1921 as part of the vast Notgeld phenomenon that swept German municipalities following the postwar coin shortage — silver and copper had largely vanished from circulation, and small change was functionally unavailable through official channels. The 25 Pfennig denomination was among the most practically necessary, filling the gap left by hoarded metal coinage.
C. A. Nicolaus in Bremen was a regional printer active across Lower Saxon Notgeld issues, not one of the major specialist firms like Giesecke & Devrient. The watermark security feature is notable at this level — many comparable district issues dispensed with it entirely.
