The upper-left panel bears the denomination numeral "25" in red with the inscription "Pfennig" below, while the upper-right panel carries the city's heraldic shield with a twin-towered red brick gate. Horizontal bands in green and ochre bear the inscriptions "NOTGELD" and "JESSNITZ" in bold Gothic lettering, with the date "1921", series designation "III. Serie", a manuscript signature of Der Magistrat, validity and payment details, and the printer's imprint "Druck von Adolf Forker, Leipzig" at the lower right.
