Oberhof notgeld from 1921 falls squarely within the second major wave of German municipal emergency money, issued as the Reichsbank struggled to keep small-denomination coinage in circulation against rampant hoarding and metal shortages. Thuringian municipalities were prolific issuers during this period, and many — Oberhof among them — produced notes in short print runs that were snapped up by collectors almost immediately, meaning a significant portion never saw genuine commercial use.
Oberhof itself is a small highland resort town in the Thuringian Forest, better known for winter sports than for banking history. Its notgeld series was almost certainly a deliberate collector issue rather than a practical response to any local currency shortage.
