Sonneberg's 1921 Kleingeldscheine were printed locally by August Eichhorn, a Sonneberg-based printer with no connection to the major German security printing houses. The city issued these small-denomination emergency notes to address the chronic coin shortage that afflicted virtually every German municipality in the early Weimar period — by mid-1921, hoarding and metal costs had driven fractional coinage almost entirely out of everyday trade.
The dual-signature format, pairing the collective authority of the Magistrat with the countersignature of Ad. W. Müller, was the city's procedural safeguard against unauthorized reproduction — a real concern given how many municipal printers lacked security printing capability.
