Norden is a small North Sea coastal town in East Frisia, and its municipal authority — like hundreds of German municipalities — issued Notgeld during the early 1920s to address the chronic shortage of small-denomination coins. Gebrüder Jänecke in Hannover was one of the more prolific commercial printers serving the Notgeld trade, producing issues for dozens of local authorities across Lower Saxony.
The single signatory, Dr. Welther, served as a municipal official rather than a bank director — a reminder that this is civic emergency scrip, not a banking instrument of any kind.
