The central panel contains a colour vignette of Rosenheim's church towers set against the Alpine foothills, flanked to the right by two denomination roundels reading '25 PF.' in red, and text panels carrying the validity inscription and validity period notice, with the place-and-date line 'Rosenheim d. 16. Febr. 1921' and a manuscript signature above the imprint 'M. ZIEBER' at lower right and '2. AUSGABE' at lower left. |

At centre, an octagonal cartouche encloses a colour view of a Rosenheim town building with characteristic onion-domed towers, flanked on each side by ornate urns overflowing with roses. To the lower left appears the quartered shield of Bavaria with the blue-and-white lozengy field, and to the lower right the Rosenheim city arms with a white rose on red; the denomination '25' appears in a circular roundel at foot centre between the inscriptions 'Pfenig' and 'Pfenig.', with the printer's imprint 'GEBR. PARCUS MÜNCHEN.' at the base. |

Rosenheim's 1921 Notgeld series was printed by Gebrüder Parcus, a Munich firm responsible for a significant portion of Bavaria's municipal emergency currency during the postwar inflation years — they were a natural choice for nearby Stadtrat Rosenheim, geographically and logistically. Designer M. Zieber's involvement is well-documented in the colophon, though little biographical detail on Zieber survives in the philatelic record.
The 25 Pfennig denomination sits at the practical low end of Rosenheim's issue, intended for everyday small transactions at a moment when coin shortages and monetary instability made even fractional paper a necessity.
