Rotenburg an der Wümme was a small Hanoverian market town — a "Flecken" in the old administrative sense — and it was unusual for such a modest locality to issue notgeld jointly under both the Kreissparkasse and the Fleckenssparkasse rather than through a single authority. The dual-issuer arrangement was a local administrative convenience during the inflationary notgeld wave of 1921, when municipal and savings institutions across Germany scrambled to plug the coin shortage left by wartime metal requisitions.
Gebrüder Jänecke of Hannover printed extensively for Lower Saxon issuers during this period. The presence of a watermark on a 25 Pfennig notgeld piece at this denomination is not typical for the cheapest emergency issues, suggesting the Rotenburg authorities insisted on at least minimal security — likely to discourage local forgery rather than from any genuine concern about wider counterfeiting.
