The presence of a watermark on a 25 Pfennig notgeld piece at this denomination is not typical for the cheapest emergency issues, suggesting the Rotenburg authorities insisted on at least minimal security — likely to discourage local forgery rather than from any genuine concern about wider counterfeiting.
