Paderborn's 1921 Notgeld issue came at a moment when municipal governments across Germany were printing emergency small-denomination currency simply because Reichsbank coins had vanished from circulation — hoarded, melted, or rendered worthless by inflation. The Stadtsparkasse, operating under the city magistrate's authority, contracted Gebrüder Parcus in Munich, a firm that had become one of the most active Notgeld printers of the period, handling commissions from dozens of German municipalities simultaneously.

Designer P. Michels is credited on this issue, though the name appears across several Parcus-printed series and little biographical detail has been firmly established.
