Burg an der Wupper — now absorbed into Solingen — issued this note during the acute small-change shortage that plagued Germany in the early 1920s, when metal was too valuable to mint into coins and the Reichsbank could not keep pace with demand for low-denomination currency. Municipal Notgeld of this type was legally tolerated rather than officially sanctioned, issued on local authority and theoretically redeemable at the issuing city's treasury.
The watermark is worth noting — most municipal Notgeld of this period used plain paper stock, making any security feature an unusual expenditure for a cash-strapped local government.
