Koberg is a tiny rural commune in what was then the Kreis Herzogtum Lauenburg, the former Duchy of Lauenburg territory absorbed into Prussia after 1876. This note belongs to the vast wave of German municipal Notgeld issued during the inflationary pressures of 1921 — before the catastrophic hyperinflation of 1922–23 made such small-denomination local scrip entirely useless within months of printing.
The watermarked paper is notable for an issuer of this scale. Most Amtsbezirk-level Notgeld from this period used plain stock; the presence of a security feature suggests either a cautious local official or paper sourced from a regional printer's standard supply rather than custom-ordered.
