Westerburg is a small town in the Westerwald, and this 25 Pfennig note is a product of the Kleingeldnot — the small-change famine that gripped Germany after the First World War, when coin metal was scarce and official minting couldn't keep pace with demand. Municipalities across the country stepped in, printing their own emergency Notgeld with varying degrees of competence and ambition. Albert Fastenrath in Elberfeld was a reliable commercial printer serving dozens of such small issuers across the Rhineland and Westphalia.

The reference number suggests two known varieties in this series, likely distinguished by minor typographic or paper differences rather than any deliberate design change.
