Obverse description The upper portion of the note is occupied by a panoramic vignette of the combined harbour skyline of Bremerhaven, Lehe and Geestemünde, rendered in a fine linear style against a guilloche underprint in grey-green. The issuing municipalities are named in bold gothic lettering — BREMERHAVEN, GEESTEMÜNDE, and LEHE — above a central ornamental guilloche medallion bearing an official circular seal of the Stadtrat Bremerhaven in red, flanked by two further red circular seals of Magistrat Geestemünde at lower left and Magistrat Lehe at lower right. The denomination numeral '25' and abbreviation 'Pf.' appear in large bold type at centre-bottom, with the validity clause and date 1920 printed in smaller letterpress text across the middle field.

Reverse description The reverse is dominated by a central vignette of three large fish rendered in a bold, stylised woodcut manner, arranged in alternating directions across the field, evoking the maritime character of the issuing ports. Below the fish vignette, a two-line Latin motto is printed in letterpress. The year '1920' appears at the top of the design, with the denomination '25 Pf.' repeated in bold numerals at lower left and lower right, and a handstamped serial number at the top margin.
