Amtshauptmannschaft Oelsnitz im Vogtland was a Saxon administrative district — not a town, not a bank, but a rural county authority issuing emergency small change because the wartime metal shortage had stripped coins from everyday commerce. This 1918 Kleingeldschein belongs to that enormous wave of municipal and district notgeld that flooded Germany in the final year of the war, when even 5- and 10-Pfennig pieces had largely vanished from circulation.
Two signatories — Dr. Schulze and Schönbach — representing district administrative authority rather than any financial institution.
