Guhrau — now Góra in southwestern Poland — was a small Silesian district that, like hundreds of German municipalities in 1919–1921, issued its own small-denomination Notgeld to compensate for a national coin shortage so severe that ordinary commerce had effectively seized up. The Kreisausschuß, the elected district administrative body, authorized this issue rather than the town council itself, which was the less common arrangement and explains the slightly formal institutional name on the note.

Carl Flemming & Wiskott in Glogau — barely 30 kilometers from Guhrau — handled enormous volumes of Silesian Notgeld during this period, and their production quality was consistently reliable if rarely distinguished.
