Meiningen's 1920 Kleingeldscheine issue belongs to the wave of municipal emergency money that flooded German commerce as coins vanished from circulation during the post-WWI economic disarray. The Magistrat issued these locally rather than waiting for centralized relief — a decision made by hundreds of German municipalities simultaneously, which is why Notgeld from this period survives in such quantity today.

The artist signature "C. Gro" on the reverse vignette is only partially legible, which has made firm attribution difficult. The DeNG reference M24.3 suggests this is a specific plate variant within the Meiningen municipal series — collectors working this region distinguish several sub-types by signature placement and ink color.
