Jüterbog is a small Brandenburg town whose notgeld issues of 1920 were driven by the nationwide small-change famine that followed the war — hoarding of metal coinage had left ordinary commerce nearly paralyzed. Municipal authorities across Germany were legally permitted to fill the gap with locally printed paper, and thousands did. Jüterbog was one of the smaller issuers, and its 25 Pfennig saw genuine everyday circulation rather than speculative collection.
The Magistrat series is not among the documented collector-targeted "serienscheine" issues — it was functional emergency money, which tends to mean heavier wear on surviving examples.
