Waldenburg (now Wałbrzych, Poland) was one of Silesia's major coal-mining centers, and this Notgeld issue reflects the acute small-change shortage that plagued German municipalities in 1920 — a problem driven partly by metal hoarding and partly by hyperinflationary pressure on the Reichsmark that was already building before the catastrophic collapse of 1923. The printer, Schlesische Bergwacht, was a local publication rather than a specialist banknote house, which is typical of the improvised nature of Notgeld production at this level.

Waldenburg issued multiple Notgeld denominations across 1920–1921, with the full series printed in relatively small quantities for purely local use. The Schlesische Bergwacht imprint places this firmly within the town's own industrial infrastructure.
