Obverse description Printed in blue on cream paper, the obverse is framed by a decorative foliate border with the denomination numeral '25' repeated in each corner. A central oval guilloche vignette carries the denomination text 'Fünfundzwanzig Pfennig' in Gothic script, flanked by two circular cartouches each bearing the numeral '25'. The city arms of Weilburg — a shield with a castle gate — appear at the foot of the note, above the issue date and the facsimile signature of the Magistrat, with the printer's imprint 'Scharfes Druckereien Wetzlar' in the lower right margin.

Weilburg is a small town in Hesse, and like hundreds of German municipalities in 1920, it issued its own low-denomination Notgeld when the central government could not keep small change in circulation — a direct consequence of postwar economic dislocation and a public hoarding coins as their metal value outpaced face value. The Stadt Weilburg series was printed by Scharfes Druckereien in nearby Wetzlar, a regional press that handled Notgeld contracts for several Hessian towns during this period.

These 25 Pfennig notes were functional emergency scrip, not the decorative collector-targeted Notgeld that flooded the market later in the early 1920s.
