Staßfurt sits at the heart of Germany's potash mining region, and by 1918 the wartime metal shortage had made even small-denomination coinage effectively disappear from daily commerce. Municipal notgeld of this kind was a practical fix — local authorities printing their own fractional paper to keep market transactions moving when the Reichsbank couldn't supply adequate coin.
J. P. Himmer of Augsburg handled a substantial volume of municipal emergency issues during this period, which kept production costs manageable for smaller towns. The Augsburg connection has occasionally caused catalogers to misattribute these notes to a Bavarian issuer.
