Neubrandenburg's Magistrat issued this square emergency note in 1918 as part of Germany's vast Kleingeldersatz system — a wartime workaround for the chronic shortage of small-denomination coinage caused by metal requisitioning. Tens of thousands of German municipalities, utilities, and private firms did the same, flooding circulation with an almost unmanageable variety of local scrip. The rubber stamp served as the primary authentication device, which meant forgery was trivially easy and frequently attempted.

The 50×50mm square format was a practical choice for small-town issuers working with limited printing resources. Authentication rested entirely on the stamp impression.
