Erkelenz notgeld from 1917 falls squarely in the first wave of German municipal emergency coinage substitutes, issued as the war drained metal from circulation entirely. The Kreisausschuss — the district committee, not a bank — had no formal monetary authority, but wartime necessity pushed administrative bodies at every level into issuing their own fractional paper.
The Merkelbacher reference (3#2) places this in a documented series for the Kreis, though surviving examples are often found with handling wear consistent with genuine small-denomination use rather than collector retention from the outset.
