Düren's 1917 Notgeld issue came out of straightforward necessity: the Reichsbank had effectively stopped supplying small-denomination coins to municipalities as the wartime metal shortage worsened, and local governments across Germany were left to fill the gap themselves. Stadt Düren, like hundreds of other town administrations, printed its own emergency fractional currency rather than wait for central relief that wasn't coming.
Locally printed Notgeld from 1917 tends to be more plainly produced than the decorative collector-targeted issues that followed in 1921–22 — this is working paper, meant to change hands at the bakery counter, not to be saved.
