Costa Rica's Ministerio de Hacienda y Comercio issued notes directly through the treasury rather than a chartered bank during the early 1880s, a consequence of the government's reluctance to cede note-issuing authority to private banking interests. This arrangement was short-lived; the series was superseded once the Banco de la Unión received its concession.
American Bank Note Company produced the plates in New York. The 25 Pesos denomination was the heaviest face value in practical daily use, and surviving examples with dated signatures and full margins are genuinely uncommon — most known specimens show heavy fold wear consistent with prolonged teller handling.
