Equatorial Guinea gained independence from Spain in October 1968, and within two years the new government contracted the Banco Exterior de España to produce this silver issue — part of a broader proof set intended primarily for the international collector market rather than domestic circulation. The country had virtually no minting infrastructure of its own.
The "World Bank" designation in the series title refers to the issuing authority arrangement, not World Bank Group involvement.
