The Banco de España branches in Nationalist-held cities issued their own regional notes in 1936 following the fracture of the Republic's central banking authority at the outbreak of the Civil War. Santander's branch produced this 25 Pesetas as a stopgap measure — Madrid no longer controlled the northern offices, and local commerce needed a functioning medium of exchange almost immediately.
Santander fell to Franco's forces in August 1937, after which these regional emissions were withdrawn and consolidated into the Nationalist monetary framework. The note's circulation window was under a year.
